The impact of the economic crisis, changes in Spanish institutions and the changing international scene – in Africa and Europe – indicate that it is time for Spain to reassess its African foreign policy.

This Policy Brief by Manuel Manrique argues that it is necessary to develop a strategic, forward-looking vision that recognises the continent’s complex reality and goes beyond charitable rhetoric centred on development aid.
